Abstract

This study examines the role of cultural differences in shaping institutional change within education systems.
It analyzes how cultural values, norms, and behavioral patterns influence the design, implementation, and outcomes
of educational reforms. The research highlights the interaction between global educational models and local cultural
contexts, emphasizing the importance of culturally adaptive approaches. Using comparative and qualitative analysis,
the study identifies key cultural factors such as power distance, individualism, communication styles, and attitudes
toward innovation. The findings suggest that aligning institutional reforms with cultural characteristics enhances their
effectiveness and sustainability.
