IMPROVING THE ORGANIZATIONAL AND ECONOMIC MECHANISM FOR REGULATING NON-STANDARD EMPLOYMENT IN THE DEVELOPMENT OF SMALL BUSINESSES

This article examines the improvement of the organizational and economic mechanism for
regulating non-standard forms of employment in small business development. The study substantiates the
need for legal, economic, institutional, and social regulation of platform-based, remote, seasonal, temporary,
and self-employment forms in the context of Uzbekistan. Based on statistical data for 2019–2024, regulatory
documents, international experience, and survey results among small business entities, the main weaknesses
of the current regulatory mechanism are identified. As a result, a six-component organizational and economic
model is proposed, covering the legal framework, digital registration, tax regulation, social protection, skills
development, and monitoring.
