The theoretical and methodological foundations for developing the export potential of small enterprises in the agro-industrial complex are systematized. A seven-component structure of export potential is substantiated, comprising production and technological, organizational and human resource, marketing and sales, financial and investment, information and digital, and legal sub-potentials, together with an integrating risk-related sub-potential. A systematic typology of institutional foreign market entry modes is presented, and the priority of export-based entry modes for small enterprises in the sector is substantiated. The applicability of the stage-based, network, and born-global models of internationalization is examined in relation to the specific characteristics of enterprises marketing perishable agricultural products. The findings provide a methodological foundation for the subsequent quantitative assessment of the export potential of small enterprises in the agro-industrial complex. Keywords
