Abstract

The study examines the nature, forms, and interrelationship of state and institutional support for the export activities of construction enterprises. Support mechanisms are classified into direct and indirect government measures and institutional instruments, with particular attention paid to their compliance with World Trade Organization rules. The evolution of Uzbekistan’s export support system during 2020–2026 is analyzed, particularly the abolition of transport cost compensation and tax incentives related to export revenues from 2025 onward. The implications of these changes for exporters of construction materials and contracting services are examined. Drawing on international experience, a threelevel model for transitioning from subsidy-based mechanisms to institutional support is proposed.
