Abstract

This study examines innovation-based tourism development in Uzbekistan as a multidimensional transformation process combining digital, institutional, infrastructural, product, human-capital, entrepreneurial and sustainability-oriented mechanisms. The research is based on secondary-data analysis of official legislation, government programmes, tourism policy documents, statistical materials and relevant academic literature. Comparative analysis, content analysis, descriptive analysis and PESTEL diagnostics are applied to identify the external conditions and internal mechanisms shaping tourism innovation. The findings indicate that Uzbekistan has established a favourable policy and institutional environment for tourism growth, while the effectiveness of innovation increasingly depends on the coordination of digital platforms, tourism entrepreneurship, human capital, infrastructure, sustainable resource management and regional implementation capacity. The scientific contribution of the study is an integrated innovation-based tourism development framework linking enabling conditions, innovation capabilities, implementation mechanisms and tourism outcomes. The framework shifts analytical attention from isolated technological or infrastructural interventions toward a systemic model in which innovation produces value through coordinated destination governance. The study concludes that the next stage of tourism development in Uzbekistan should focus on the quality of integration among innovation components rather than on their separate expansion.
